FLDo You Need a Roofing License to Install a Tarp?
If you are only installing a temporary emergency tarp that does NOT become a permanent part of the structure, Florida law generally does NOT require a state roofing contractor license.
The Statute
The key statute is Florida Statute §489.103(6). It exempts:
“…the sale or installation of any finished products, material, or articles of merchandise that are not fabricated into and do not become a permanent fixed part of the structure…”
DBPR has specifically applied this exemption to temporary roof tarps.
DBPR’s Official Position
This is probably the strongest source you can use — not a roofing company. Following multiple hurricanes, the Florida Department of Business and Professional Regulation (DBPR) issued official guidance stating:
“For purposes of tarp installation… Section 489.103(6), Florida Statutes, provides an exemption to the contractor’s license requirement… So long as the tarp installation complies with this exemption, a state contractor’s license is not required.”

What Crosses Into Roofing?
A roofing license is generally required when you:

- Repair shingles
- Replace underlayment
- Install metal roofing
- Repair tile roofs
- Replace roof decking
- Repair flashing
- Perform leak repairs intended as permanent repairs
- Advertise yourself as a roofing contractor
These activities fall within Chapter 489’s definition of roofing contracting.
What Insurance Is Required?
Florida does NOT have a law saying “anyone installing a tarp must carry X insurance.” There is no separate state insurance requirement solely because you install temporary roof tarps.
However, if you’re operating as a business, you should strongly consider:
These may also be required by property owners, insurance carriers, municipal contracts, or vendor programs — they are not unique statutory requirements for tarp installation.
One Important Caveat
If you advertise “Roof Repair,” “Roof Replacement,” or “Roofing Contractor,” you’ve entered an entirely different legal category under Chapter 489, regardless of whether today’s job is only a tarp.
Bottom Line
Based on Florida law and official DBPR guidance: Installing a temporary emergency roof tarp that does not become a permanent fixed part of the structure is generally exempt from Florida’s state roofing contractor licensing requirement under §489.103(6), Florida Statutes.
