Notice of Commencement

Florida law requires a Notice of Commencement (NOC) before starting permitted construction. This protects you as the property owner and establishes lien rights.

How do I find my property lines?
You have several options: upload your lot plan or survey to our document portal, use Google Earth's measurement tool to trace your lot from satellite view, or look up your parcel on the Duval County Property Map at maps.coj.net/duvalproperty. For the most accurate results, we recommend a professional survey.
Do I need a permit to install a fence in Jacksonville?
Yes — most fence installations in Duval County require a building permit from the City of Jacksonville Planning & Development department. P1Mitigators handles the permitting process for you as part of our full-service fencing installation.
What fence height is allowed in Jacksonville?
Residential fences are typically limited to 6 feet in rear/side yards and 4 feet in front yards. Pool barrier fences must be at least 4 feet with self-closing, self-latching gates per Florida Building Code Section 424. HOA communities may have additional restrictions.
Can I install a fence on a shared property line?
You can install a fence up to (but not beyond) your property line. Installing directly on the line requires your neighbor's written agreement since both parties would share ownership. We recommend setting your fence 2-4 inches inside your property line to avoid disputes.
